This document summarises how to set up community-based grievance mechanisms to address forced labour risks in cocoa-growing communities.

This study carried out on behalf of the “Due Diligence Fund” (DDF) as part of the “Sustainable Agricultural Supply Chains Initiative” (SASI) and members of the German Initiative on Sustainable Cocoa (GISCO) assessed the feasibility of a cross-company grievance mechanism in the cocoa sector in Côte d’Ivoire.

The 2024-2029 Framework of Action was developed by the Child Labor in Cocoa Coordinating Group (CLCCG) whose members include the cocoa and chocolate industry as represented by the World Cocoa Foundation, the governments of Ghana and Côte d’Ivoire, and the United States Department of Labor.

Data from children suggest that the prevalence of child labour in the cocoa industry in Côte d’Ivoire is a worrying 38%. However, while surveying children has the potential to reduce sensitivity biases such as social desirability bias, it presents significant ethical dilemmas and may also be associated with other reporting biases, making accurate estimates of child labour difficult.
