The CLMRS Manual guides CLMRS implementers — including sustainability and programme managers in companies, cooperatives, and NGOs — to design, strengthen, and operate effective systems. It explains what a CLMRS is, why each component matters, and how to put each element into practice.

The Manual is organised into three chapters:

  • Understanding CLMRS – explains the system’s core activities and elements, and how they contribute to tackling child labour.
  • Strategic decisions for system design – guides implementers on making key choices such as CLMRS approach, staffing, and support activities.
  • CLMRS implementation – details the practical steps for putting a CLMRS into practice, from hiring CLMRS Personnel to conducting visits and delivering support.

Each section can be read on its own or as part of the full Manual, depending on the reader’s needs. The Manual also links to practical tools and resources — including templates, terms of reference, data collection forms, and training materials — to support implementation.
