A consultancy to compile a series of case studies on the integration of effective measures to tackle child labour and forced labour within landscape approaches.

Context 

Landscape approaches, a type of area-based approach, are increasingly seen as a promising strategy to tackle major sustainability challenges in the cocoa sector. However, we are aware of few examples of how social issues, such as efforts to prevent and address child labour and forced labour, have been effectively integrated into landscape approaches.

General Objective

The proposed research will identify and analyse examples of landscape approaches which have successfully integrated measures to tackle child labour and forced labour, to create a compilation of case studies, learning and recommendations.

Time frame 

January 2023 – April 2023

Audience and Use

The Landscape case studies are intended for ICI’s members and partners, which include civil society organisations, cocoa and chocolate industry, UN organisations and governments in both producing and consuming countries.
The case studies must be presented in a clear and accessible way and provide these stakeholders with concrete examples of how landscape approaches have effectively integrated measures to tackle child labour and forced labour.

Specific Objectives

The study pursues the following objectives:

  • To establish a clear definition of landscape approaches for the purposes of the review
  • To compile a series of case studies about landscape initiatives which addressed child labour and forced labour
  • To identify what works to achieve a reduction in child labour and forced labour (thematic scope, geographic coverage, type of interventions, coordination mechanisms, financial setup), what to avoid and what challenges to expect
  • To come up with actionable recommendations to inform the integration of measures to prevent and address child labour and forced labour in landscape approaches in cocoa-growing areas of West Africa

Research questions

The study should answer the following questions:

  • What are examples of landscape initiatives worldwide and specifically in the West Africa region, which have integrated measures to tackle child labour and forced labour?
  • What can we learn from these case studies about effective coverage, thematic scope, type of interventions, coordination mechanisms, financial setup, what to avoid, and what challenges to expect?
  • Which learnings from these case studies in other geographic contexts are most relevant to efforts to tackle child labour and forced labour through landscape approaches in cocoa-growing areas of West Africa?

Data sources

Case studies will be identified through a review of existing empirical and grey literature. A selection of the most promising case studies will be further developed through interviews with identified organisations/stakeholders.

Methodology

  1. Literature review: Run and document a search on available documentation (including published and grey literature) including clearly defined inclusion criteria; pre-select relevant case studies for further analysis.
  2. Stakeholder interviews: In discussion with ICI, select priority case studies for further development; prepare a questioning route for identified stakeholders; collect further information through interviews on priority case studies.
  3. Analysis and report drafting: Compile and synthesize information from literature review and interviews into a presentation and report, including the elements listed below.

Expected outputs

  1. Presentation of pre-selected case studies, their main features and relevance to ICI
  2. Presentation of key findings to ICI, its members and partners.
  3. Report including:
    • Definition of “landscape approaches”
    • Methodology
    • 5-10 case studies documenting relevant examples
    • Synthesis of findings (what works, what to avoid, what are the challenges?)
    • Recommendations relevant to cocoa-growing areas in West Africa on: (a) how to effectively integrate measures to tackle child labour and forced labour in landscape approaches; (b) general good practice in the design and implementation of landscape approaches more generally
    • Appendices: list of all case studies identified; list of stakeholders interviewed (project, date of interview, contact)
  4. Bibliography and exploitable bibliography database (.bibtex or equivalent)

Dissemination

The study will be published on ICI’s Knowledge Hub and disseminated during webinars and in-person events

Requirements

The consultant should meet the following requirements:

  • A track record of successfully completed similar assignments (eg. Research studies, case study compilations, evaluations etc.)
  • Background in human rights, child rights and/or child protection, agriculture, and sustainability, ideally including experience on child labour and forced labour
  • Knowledge of landscape approaches and other types of area-based approach, and of public-private partnerships
  • Knowledge of smallholder agriculture in Sub-Saharan Africa, ideally including the cocoa supply chain
  • Proven experience working with a diverse range of stakeholders, including national authorities, civil society and industry
  • Strong written and verbal communication skills
  • Ability to work in English, French an asset
  • Registration as a business or independent contractor
